DigiTal Resources As a New Strategic Factor for a Renovation of Modernization in higher education

The D-TRANSFORM programme is a first attempt to establish a “University Leaders Programme” (aimed at university rectors and vice-rectors) at European level on the role of e-learning in shaping university strategies. Prospective studies commissioned by the EU on the challenges posed by the modernisation of learning in higher education in the 21st century clearly show that the main bottleneck identified is the competence and preparation of staff, more specifically at the level of institutional leadership and executive management. D-TRANSFORM, which brings together e-Education specialists from various institutions (University, ministries of higher education, learning innovation consultancy, e-Education networks) mainly considers digital technologies, such as Massive Open Online Courses, (MOOCs) and Open Educational Resources as a fundamental lever to transform higher education systems and adapt them to the new needs of young people and the labour market (lifelong learning).
